Currently nurse practitioners who practice in the state of Louisiana do not have full practice authority. Nurse practitioners must collaborate with physicians. The state of Louisiana also as a shortage of primary care physicians.  (NPs) are commonly cited as one solution for addressing physician shortages (CDC, nd). The Doctor of Nursing Practice (DNP), is prepared to promote better health outcomes through evidence-based practice. The DNP prepared nurse is also a vital advocate for healthcare policy. It is the responsibility of all DNP graduates to become informed and involved to influence and shape healthcare policies and advocate for patients and the nursing profession (Chism, 2019).

Nurse practitioners could bridge the gap in care in rural and underserved areas. It has been well documented that nurse practitioners provide quality and effective care. Nurse practitioners promote wellness through preventive care. The body of evidence has supported NPs as cost-effective providers of high-quality care (AANP, 2010). Allowing nurse practitioners full practice authority could produce optimal healthcare outcomes in populations.

How can members in the state professional nursing organization, Louisiana Association of Nurse Practitioners (LANP) assist in granting nurse practitioners full practice authority in Louisiana?

The investigator will collect statistical data and articles to compare healthcare disparities in the state of Louisiana and those states with full practice authority for nurse practitioners’. The investigator will also survey participants of Louisiana’s state nursing organization, Louisiana Association of Nurse Practitioners, to assess current views related to full practice authority. In addition, the survey will assess participants who have contacted other NPs to join LANP and those who have contacted local legislators to support the passing of full practice authority for NPs in the state of Louisiana.

The changing landscape of health care in the United States is calling for the need for healthcare systems to make shifts that will increase health care access for populations. Since the expansion of the health insurance coverage component of the Affordable Care Act, several states have cited nursing shortage as one of the biggest barriers to primary health care access, especially those states that have not granted advanced practice registered nurses (APRNs) full practice authority (Altman et al., 2016). Louisiana is among those states that have not granted nurses full practice authority. The Centers for Disease Control and Prevention has reported that granting APRNs full practice authority is one of the solutions that states should consider implementing in order to address the problem of physician shortage (Centers for Disease Control and Prevention, 2016). In their advocacy role, DNP graduates in the state of Louisiana should advocate for the development of policies that will ensure that APRNs are granted full practice authority to increase primary care access for residents.

The PICOT question you have developed will guide research that will generate evidence regarding the effects of removing practice barriers for APRNs. The best way to approach such a study will be to compare the differences in healthcare access between states that allow nurses to practice and prescribe drugs without mandatory physician supervision with those that have not removed barriers for APRNs. Statistical data and articles that compare healthcare disparities in the state of Louisiana and those states with full practice authority for nurse practitioners’ will act as good sources of information for the proposed study. Evidence from the study will inform legislators why it is important to push for the enactment of policies that grant APRNs full practice authority.
