Policy Description: 21st Century Cures Act
The role of nurse informatics in advancing health care has been evidenced in the enactment of the 21st Century Cures Act. President Barack Obama signed the 21st Century Cures Act into Law in 2016, December 13 as a health policy to enhance the development of medical products and to allow the application of new innovations to improve biological products and enhance decision-making by the Food and Drugs Administration (FDA) (Gabay, 2017; The Office of the National Coordinator for Health Information Technology, n.d.). Since its enactment into law, the 21st Century Cures Act has affected system implementation, clinical care, patient/provider interactions, and workflow.
Impact on System Implementation
Following the enactment of the 21st Century Cures Act, the healthcare system is now compelled to;
- Put patients in charge of their health records.
- Ensure that there is interoperability during technological integration (OpenNotes, 2021).
- Ensure transparency in healthcare costs and patient outcomes.
- Allow patients to get medical care using competitive options.
- Utilize modern smartphone apps to ensure that patients obtain care more conveniently than ever before.
- Encourage the use of economical apps to connect patients with their healthcare providers and payers (The Office of the National Coordinator for Health Information Technology, n.d.).
Impact on Clinical Care, Patient/Provider Interactions, and Workflow
- Provides clinicians with an opportunity to improve patient safety (The Office of the National Coordinator for Health Information Technology, n.d.)
- Healthcare organizations can manage clinical care in a digital platform.
- Patients can easily access their health records thereby streamlining workflow.
- Patients’ privacy and security are protected (The American Health Information Management Association, 2018).
- Developers’ questions are answered (The Office of the National Coordinator for Health Information Technology, n.d.).
Organizational Policies
The following policies are in place to help the organization address the 21st Century Cures Act;
- Performance of regular security updates for improved system performance.
- Performance of a system audit trail to obtain an overview of the nature of data sharing that is taking place on a new technological platform.
- Implementation of a training program to increase the skills and knowledge of users (McGonigle & Mastrian, 2017).
- Data protection through encryption.
- Destruction of sensitive information to protect patient’s privacy
- Enhanced interoperability across all digital platforms (The American Health Information Management Association, 2018).
